Official language switching is fine – Steam supports it.
Manual extraction of .pack files from a legitimate English copy for personal use is generally tolerated, but redistributing copyrighted .pack files (especially audio) violates the EULA.
Most community packs only include text .loc files (not copyrighted audio) – these are safer to share.
