Purists hated this. They argued it rushes both stories. But for a film that had a modest $25 million budget and 107 minutes to run, it was a brilliant compression of the franchise's "golden era." It allows us to see the origin of the T-Virus outbreak (the mansion) and its consequence (the city) simultaneously.
