- The CF of 1.43 is still a concession: Environmental groups like Transport & Environment argue that any multiplier above 1.0 allows "legal cheating." Even at 1.43, a car emitting 110 mg/km of NOx (35% above the lab limit) passes, despite that being unhealthy.
